PROPERTY BACKGROUND INFORMATION

Pleasantville is a vibrant, inclusive, and connected community spanning 26.3 hectares (65 acres). Located only 3 km east of downtown, Pleasantville blends the convenience of city-living with nature at the doorstep, offering breathtaking views of Quidi Vidi Lake, Signal Hill, and the North Atlantic.

A former American and Canadian military base, the site was acquired by Canada Lands from Public Services and Procurement Canada in 2006. Phase 1 enabled over 360 units in a mix of single, semi-detached, and low-rise multi-family forms, including over 100 affordable units enabled under the former Surplus Federal Real Property for Homelessness Initiative and the current Canada Mortgage and Housing Corporation’s Federal Lands Initiative. The Department of National Defence retained 8.1 hectares (20 acres) for a new armory and administration building, completed in 2014. All parcels within Phase 1 have been sold, marking a significant milestone in the progression of the project. 

CURRENT STATUS

Canada Lands is actively reimagining the master plan for Phase 2 which is approximately 10.7 hectares (26.5 acres), ushering in an exciting new chapter for the site as a dynamic, pedestrian-first, lakefront community. This next phase will introduce a mix of townhomes, mid-rise, and high-rise residences, significantly increasing the overall housing supply to approximately 1,300 units total across phases 1 and 2. The design emphasizes walkability, green space, and a connected multi-use trail network that will link residents and visitors to Quidi Vidi Lake, Signal Hill, downtown, Memorial University, and beyond.

Phase 2 was launched in November 2025, kicking off an exciting new stage of development. This Phase will offer opportunities for both non-profit and for-profit builder partners, encouraging a diverse and inclusive approach to creating a complete community.
