CLC Urges Senneville Consultation Process To Proceed
February 22, 2011, Senneville, Québec -- Canada Lands Company CLC Limited (CLC) today announced that it supports the consultation process for Senneville’s urban plan proceeding without delay. The company owns the 61-acre (25 hectare) site of a former veterans’ long-term care facility slated for development. The anticipated revitalization project is expected to provide numerous benefits to the village, including reinvigorated green spaces for the community, new housing options in Senneville and an important new source of property tax revenues. The new construction will be limited mostly to the site’s largely vacant area, and allow for the integration of the site’s natural features including mature trees and a small creek.
“Some Senneville residents wonder if their community can have either green space or a stronger tax base. I don’t believe the village faces such a stark, either/or choice. CLC has an excellent track record across Canada of achieving both. Our goal in Senneville is to create a balanced development that recognizes the community’s need for both a strong tax base and accessible green space,” said Cameron Charlebois, CLC’s Vice President, Real Estate for Québec.
The municipality of Senneville has extended the time for comment on its draft urban plan to April 15th. This will help ensure a full and fair discussion of the urban plan. As a responsible developer, CLC would like to contribute to the ongoing discussions by sharing additional information about its contemplated development strategy. The company plans to make a written submission to the consultation process that will provide more detail about its strategy for the property in order to dispel any speculation.
“CLC encourages Senneville’s Municipal Council to complete the consultation process underway without delay, and offers its support and cooperation to the town to realize the best possible plan for all Senneville residents. We encourage all residents to participate in the process, and submit their written opinions by the April 15th deadline,” Charlebois added.
In May 2010, Senneville’s Municipal Council unanimously adopted a draft planning program for the Village of Senneville. The plan is in draft form and is subject to modifications if necessary after the upcoming public consultation process in May 2011. Once all regulatory milestones have been met, CLC can begin the important task of preparing a detailed layout of new streets, bicycle and walking paths, as well as proposed landscaping, and a park commemorating our country’s war veterans. The existing Senneville Park will be linked to the new development. Input will be sought from citizens as detailed planning proceeds.
BACKGROUND ON CLC’S CONTEMPLATED PLANS FOR THE PROPERTY
CLC creates community value from surplus properties acquired from the Government of Canada, while ensuring that they are developed in a financial responsible manner for its shareholder. Having purchased the former veterans’ long-term care facility property in 2007 at fair market value, CLC has made a significant investment in remediation and preparation for its eventual new vocation, integrated within the Senneville community.
Part of the property fronts on Lac des Deux-Montagnes, on the west side of Senneville Road. CLC will work with the Village of Senneville to ensure that this waterfront lot be dedicated as green space, to serve as a municipal park commemorating our country’s war veterans. This site has strong links to the community, as it was used by Veterans Affairs Canada for rehabilitation services between 1950 and 1990.
The company continues to maintain the site and pay property taxes in anticipation of its development. CLC understands the importance of developing this property in a manner which builds a lasting legacy for this community and allows Senneville to maintain its village feel. The municipality’s draft planning program proposes the creation of low-density residential housing and a research and development component on the property. The light industrial portion of the property, intended for research and development facilities, will be along the TransCanada Highway and configured in a manner to provide a landscaped buffer between the highway and residential areas.
